Journal posted to period 13 when period 13 does not exist causing incorrect brought forward figures

This issue is most likely caused by an issue / change in the Calendar settings used by the Nominal Ledger.

For example, if you have Calendar 1 setup to use 13 periods and Calendar 2 setup to use 12 periods, and posted a Journal amount into Period 13 whilst using calendar 1 then changed to calendar 2 and execute the New Year Procedure bringing forward the figures it will only pull through the values in the first 12 periods.

So if your account value for the first 12 periods is 100 and the value in period 13 in 10, the figure brought forward would be 100 on Calendar 2.

To resolve this issue you will need to move the Nominal Ledger to a Calendar with Period 13 and run the New Year Procedure again or reverse the value in Period 13 when on a calendar with it enabled.
